GENERAL FUNCTION

The Construction Supervisor directs and supervises highly skilled trades personnel assigned to the Campus Construction Team (CCT) in the construction, repair, and alteration of building structures, including interior and exterior renovations, following recognized procedures and techniques of the construction industry and University standards. The Construction Supervisor is a working supervisor, responsible for directly performing a wide range of skilled construction tasks, such that fifty percent of the Construction Supervisor’s daily job duties consist of performing construction work. The Construction Supervisor is responsible for daily and weekly planning and scheduling of work activities for CCT, which completes assigned projects that are appropriate for their level of skill and time availability. The Construction Supervisor assigns specific jobs based upon an evaluation of job requirements and individual expertise and supervises the work. The Construction Supervisor assists in planning, developing estimates, and implementing the phasing required to accomplish the assigned project. The Construction Supervisor monitors the assigned work and enforces federal regulations governing environmental protection, hazardous waste disposal and the use of chemical substances and materials.

MINIMUM ACCEPTABLE QUALIFICATIONS

Education: A high school diploma or the equivalent is required. Completion of a Construction Management program or trade-related vocational/technical school or a recognized apprenticeship program in carpentry, construction, or a related field is preferred.

Experience: At least six years of journeyman-level experience in building trades is required. Experience in the installation of ceramic tile, vinyl tile, carpet, concrete, and wallcoverings is preferred. Experience in cabinetry and trim work is preferred.

Skills: Supervisory skills, particularly the ability to instruct others, are required. Demonstrated ability to manage and motivate a team of technical tradespersons is required. Management and administrative skills, particularly the ability to analyze, organize, plan, and delegate, are required. Construction skills are required, including the ability to use small hand and power tools and precision measuring and testing devices, as well as equipment and materials applicable to the construction, carpentry, and painting trades. Knowledge of the safe use of hazardous materials, solvents, cleaners, adhesives, and chemicals common to construction work is required. The ability to interpret blueprints, color schemes, sketches, and schematics is required. Computer literacy is required. The ability to develop knowledge of, respect for, and skills to engage with those of other cultures or backgrounds is required.

Effort: Must be able to lift and carry materials and equipment weighing up to fifty pounds on a frequent basis and up to one-hundred pounds on an occasional basis; prolonged standing and frequent bending, stooping, and reaching is required. A full range of physical motion is required to operate manual and electrically powered tools, sprayers, and construction-related equipment. The ability to move throughout campus, including climbing stairs in all University buildings and to work at heights from ladders or scaffolding, to perform construction-related work is required. Work is performed indoors and outdoors, occasionally in environments that are dusty, noisy, or which could have work hazards. Near-vision acuity is required to inspect repairs and maintenance, read blueprints, building code manuals and other similar documents.

Other: The scope of the position requires responding to construction emergencies or other unforeseen situations around-the-clock and work in the evenings and on weekends as needed during the progress of construction projects. The scope of the position requires exposure to and use of chemicals, solvents, cleaners, and adhesives common to construction work that may be hazardous and/or cause injury if specific instructions regarding their mixture, use, and disposal/storage are not properly followed. A valid driver’s license is required.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Assists the Construction Manager in ensuring that all assigned in-house construction projects are implemented, scheduled, and completed utilizing safe, structurally sound means and methods while meeting University standards.

2. Serves as an active member of the Campus Construction Team by performing work in the construction, repair, replacement, patching, remodeling, alteration, and finishing of building structures, facilities, furnishings, and exterior pavement, inspecting the site to determine the materials, equipment, tool requirements, and method to be used, developing plans or layouts for the projects and/or following blueprints, sketches, or schematics as well as written and verbal instructions, fabricating, building, or installing materials, equipment, and fixtures as required by the scope of work, and safely operating hand tools, power tools, and construction equipment appropriate to the assigned task.

3. Supervises the work of highly skilled construction trades staff (both full-time and part-time) in the construction, repair, replacement, patching, remodeling, alteration, and finishing of building structures, facilities, furnishings, and exterior pavement.

4. Assures completion of assigned projects with quality workmanship by assigning the level of resources needed to successfully complete the work, planning and scheduling daily work activities, arranging for supplies and equipment for work projects, instructing staff with regard to expectations, providing direction in the proper performance of the work, monitoring work performance, inspecting the final product for conformance with specifications, standards, and expectations, providing direction with regard to correction of any deficiencies as necessary, redirecting work efforts to meet critical and/or necessary work requirements, and recommending the use of additional departmental personnel or contract personnel (as appropriate) to meet assigned completion targets.

5. Ensures that University property and equipment is protected from damage during assigned work by directing the removal of furniture, wall fixtures, and equipment from work sites if possible or covering immoveable items with protective cloths, using painting cloths or tarpaulins to cover floors and masking tape to protect woodwork, facings, and decorative trims, and supervising the construction of safe scaffolding to prevent damage.

6. Assists with the development of a competent and efficient construction workforce by recommending the employment of qualified applicants, training departmental personnel (as necessary) in the proper use of test equipment, hand and power tools, building materials and equipment, proper painting techniques, installation of equipment, paint sprayers, blowtorches, and shop safety, demonstrating appropriate work methods, making work assignments based upon an evaluation of job requirements and individual expertise, providing oral and/or written instructions, monitoring the progress of work, and inspecting work to ensure standards of workmanship, job safety and code compliance.

7. Assists with verifying and documenting the project work including time and materials within the Computerized Maintenance Management System (CMMS), payroll time accounting system, and providing periodic status reports to the Construction Manager regarding the status of work projects, material consumed, and labor hours utilized.

8. Assures that assigned trades personnel have the equipment and supplies necessary to perform their work by monitoring the use of supplies and materials, estimating future material usage, requisitioning supplies and equipment, distributing supplies/materials and equipment as required, and advising the Construction Manager regarding potential shortages, recommended replacement items, or related equipment needs.

8. Provides technical assistance in the purchase of new or replacement shop tools and equipment by evaluating available construction tools and equipment in order to standardize them, reviewing and preparing equipment specifications, recommending the purchase of paints, tools, and equipment that are compatible with existing color schemes or equipment that meet the needs of the department, and advising the Construction Manager on shop equipment capabilities and compatibility, installation requirements and costs, and potential operations and maintenance expenses.

9. Promotes preventive maintenance as a strategy in maintaining construction tools and equipment by assisting in the development and monitoring of preventive maintenance programs, keeping accurate records on all equipment indicating all repairs/breakdowns and required and performed maintenance, performing spot checks of equipment to determine their working condition, and performing and/or directing periodic cleaning and servicing of tools and test equipment.

10. Assists the Construction Manager in working with Planning, Design & Construction as well as consultant architects and engineers to construct projects in strict accordance with construction plans, maintains documentation of project communication, prepares documentation of as-built conditions for University records, and assists the Construction Manager in ensuring cooperation and coordination with other areas with Facilities Management as well as other departments at the University.

11. Reduces the likelihood for liability regarding the University's compliance with federal regulations by complying with and enforcing policies, laws, and regulations governing environmental protection, safety, hazardous waste disposal and the use of chemical substances and materials.

12. Enforces University and departmental rules and policies regarding employee conduct by advising personnel of the rules and policies regarding employee conduct and recommending progressive disciplinary action to management as necessary.

13. Attends regular departmental meetings and ensures pertinent information is communicated to subordinates in regularly scheduled meetings.

14. Completes probationary and annual appraisal and development plans (ADPs) for subordinates and monitors and addresses performance issues using ADP processes.

15. Contributes to a safe accident-free work environment by enforcing operator's instructions for the proper use of power tools, power sprayers, and equipment, directing personnel to wear protective gear such as filter respirators, goggles, hearing protectors, back supports, and work gloves, making on-the-spot corrections of unsafe work activities, investigating on-the-job accidents or injuries and reporting the incidents to supervisors, following standard safety precautions during work, ensures tools, equipment, and supplies are stored and secured in an appropriate manner and ensures shop and storage are kept neat, clean and free of safety hazards.

16. Assists the Construction Manager in the preparation of estimates for construction costs associated with in-house construction projects and provides necessary input for the development of working drawings, details, and project work.

17. Establishes and maintains direct personal contact with a wide variety of campus community members in assigned areas affected and/or concerned with the quality, safety, and comfort of the conditions within buildings, assists with consulting, coordination, and planning with customers regarding concerns about ongoing projects, standards, etc., and assists with consulting, coordination, and planning with other University departments and organizations to provide support.

18. Focuses on customer needs and customer satisfaction, projects a positive customer service environment to both internal and external customers and promotes and encourages an attitude of exemplary customer service and high integrity to all of the staff within Facilities Management.

19. Remains competent and current through self-directed professional reading, developing professional contacts with colleagues, and attending professional development courses, training meetings, and other courses as assigned.

20. Contributes to the overall success of the Business Services Office and Facilities Management through effective teamwork across all Facilities Management units and by performing all other duties and responsibilities as directed or assigned.

SUPERVISION

The Construction Supervisor is supervised by the Construction Manager, however, generally operates independently within established guidelines and policies and exercises supervision of full-time and temporary construction trades personnel as required.
