Op8.29 Missouri State University Tax Offset Policy

Policy Overview

Missouri State University participates in the Missouri Department of Revenue’s Debt Offset Program. The Debt Offset Program is designed to facilitate the collection of debts owed by an individual to an agency of the State of Missouri. Outstanding balances to the University are eligible to be referred to the State’s Department of Revenue to intercept any state income tax return funds that could be applied to an unpaid University balance.

Notice of Offset

Notice of offset will be sent via mail, and individuals will have thirty (30) calendar days to file an appeal of such offset.

Appeal Process

Individuals who wish to contest the debt offset and request a return of intercepted funds must submit a written request, via certified mail to:

For purposes of calculating the thirty (30) calendar day deadline for filing this appeal, the Collection Coordinator will consider an appeal received as of the date of original postmark.

Required Information for Appeal

In order for the appeal to be considered, the following information must be included in the written appeal:

  • Name
  • Address
  • Social Security Number
  • Detailed statement regarding the nature of the dispute as to the debt.

Review Process

Following the receipt of the written appeal, the Collections Coordinator will review the written submission in consultation with the debt’s originating office at the University. Following this consultation, the Collections Coordinator will notify the individual of its findings, including any adjustments made following the consultation.

Waiver of Rights

Failure to file a written request within thirty (30) calendar days of receiving notification of offset waives the individual’s right to receive any review subject to this policy.

Limited Policy Scope

This policy is not intended to supersede or circumvent current University policies and procedures regarding appeals relating to parking/transportation charges, tuition and fee refunds, or any other process by which University financial obligations may be disputed.
