1. Purpose of the Policy: In order to comply with Department of Education regulations Missouri State University (University) must make an official determination regarding the State/Territory in which a student is located as of the first day of the first term in which a student is registered for coursework in certain University degree programs (“Initial Enrollment”).2. Determination of Location: Pursuant to this policy, the University will consider the physical location of a student as reflected in the student’s permanent and temporary address at the time of initial enrollment as follows:
- In-Person: Student enrolled in all seated in-person courses will be designated as being located in the state/territory in which those classes are held.
- Fully Online: Student enrolled in fully online courses will be designated as being located in the state/territory of their permanent address as provided at the time of enrollment.
- Hybrid: Student enrolled in at least one online-course will be designated as being located in both the state in which the seated classes are held and the state/territory of their permanent address, as provided at the time of enrollment. However, a student’s local address will be used for student’s taking online-courses while living on-campus, or within the State/Territory where the institution is located. For example, a student who is taking an elective course on-line while living in a residence hall and taking all program classes seated, would be considered located in Missouri, despite having a non-Missouri permanent address.
- Student Attestation: Students who intend to seek employment outside of the state/territory in which they are located pursuant to this policy, must complete an attestation notifying the institution of their intent to seek such employment elsewhere.
For purposes of this policy, Students who do not provide a permanent/local address at the time of initial enrollment will be considered located in the state of Missouri, unless the Student updates their address information with the office of the Registrar. Students are responsible for keeping their permanent address up-to-date.
3. Degree Program Changes: If a student changes degree programs during their time at the University, their official location will be reclassified according to this policy within 14 business days of initial enrollment in the new degree program.4. Impact on Residency and Tuition: Nothing in this policy is intended to affect the University’s assessment of residency for purposes of the university’s Determination of Residency for Tuition and Fee Purposes (G5.04), or Out-of-State Tuition Waiver for Missouri High School Graduate (Op5.08-18).
