The Clery Act and its implementing regulations require institutions to disclose crime statistics for Clery crimes that occurred on or within an institution’s Clery Geography. The regulations define Clery Geography to include: (1) On-Campus Property, (2) Public Property, and (3) Non-campus Property, as defined below. If an institution has multiple campuses, it must disclose statistics for each campus.
Policy
The Office of University Safety will determine what university properties constitute the university’s Clery Geography in accordance with this policy and will maintain a current list of the properties and their classification. All divisions within the university and student organizations will provide the requested information to the Office of University Safety to allow the proper classification of property used in support of their activities.
Definitions
On-campus Property – (1) Any building or property owned or controlled by an institution within the same reasonably
contiguous geographic area and used by the institution in direct support of, or in
a manner related to, the institution's educational purposes, including residence halls;
and (2) any building or property that is within reasonably or contiguous to the area
identified in sentence 1 of this definition, that is owned by the institution but
controlled by another person, is frequently used by students and supports institutional
purposes.
Non-campus Property - Any building or property owned or controlled by a student organization that is
officially recognized by the institution; or any building or property owned or controlled
by an institution that is used in direct support of, or in relation to, the institution's
educational purposes, is frequently used by students, and is not within the same reasonably
contiguous geographic area of the institution.
Public Property - All public property, including thoroughfares, streets, sidewalks, and parking facilities,
that is within the campus, or immediately adjacent to and accessible from the campus.
Separate Campus - Buildings and property owned or controlled by the university that are not reasonably
contiguous with the main campus, with an organized program of study, and at least
one administrator on site.
Campus Property
The university has determined the following regarding campus property for Clery reporting purposes:
- The Springfield On-campus Property includes all university property owned or leased
within the City of Springfield, including but not limited to:
- Main Campus, which is generally bounded by National Avenue on the east, Elm Street on the north, Kimbrough Avenue on the west, and Delmar Street on the south.
- Brick City, which is generally bounded by Benton Avenue on the east, Walnut Street on the south, Campbell Avenue on the west, and Chestnut Street on the north.
- Darr Agriculture Center.
- The Springfield Non-campus Property includes all properties not within the City of
Springfield or part of a separate campus, including, but not limited to:
- Shealy Farm
- Kindrick Family Farm
- The Woodlands
- Baker’s Acres
- Baker’s Observatory
- The following locations are considered Separate Campuses:
- Bull Shoals campus, which consists of Drury House and the Ozarks Education Center properties.
- Camdenton campus
- Dalian, China campus
- Fairfax, Virginia campus
- Lebanon campus, which includes certain Ozarks Technical Community College locations used by MSU as Non-campus Property.
- Mountain Grove Fruit Experiment Station campus, which includes Journagan Ranch as Non-campus Property
- Neosho campus, which includes certain Crowder College and Northeastern Oklahoma A&M College locations used by MSU as Non-campus Property
- West Plains campus, which only includes Gohn Hall
Non-Campus Property
The university also includes crime statistics in its Annual Security Report for locations that are controlled through a lease or rental agreement and regularly used by the university, as determined by the university.
