Op2.02 Automated External Defibrillators and Cardiopulmonary Resuscitation
Automated External Defibrillators are located in designated facilities. The University encourages all faculty, staff, and students to be trained in CPR and the use of AEDs. The University also supports the concept of Public Access Defibrillators (PAD) where any trained person has access to the AED in the event of an emergency. This policy establishes the framework for MSU’s AED and CPR program.
Each MSU campus will establish a medical director with specific duties related to MSU’s AED program as set forth below:
- developing and establishing protocols for the maintenance and use of AEDs on the campus;
- reviewing and advising on the training and skill maintenance of the intended users; and
- developing and establishing a process to periodically review the AED program and make recommendations for its improvement.
Each campus will assign an individual to have the primary responsibility for the day-to-day management and oversight of its AED program under the direction of the medical director.
Each campus will establish a procedure to:
- assess the risk of sudden cardiac arrest events at their facilities;
- AEDs will be placed in those facilities that are determined to have a high risk for sudden cardiac events.
- AEDs will be placed in facilities where there is an average risk for sudden cardiac arrest events, as funding is available.
- AEDs will not be placed in facilities where there is a low risk for sudden cardiac arrest events.
- purchase, maintain, test, and replace the AEDs, batteries, and supplies at their facilities in accordance with the manufacturer’s operational guidelines;
- notify the 911 emergency communications center or ambulance dispatch center of each AED placement;
- identify and train expected users in CPR/AED for each AED on campus;
- require the early activation of the Emergency Medical Services (EMS) system in the event of an emergency; and
- maintain supporting documentation that this policy and its associated procedures are being followed.
University employees assigned responsibilities in support of this policy are considered to be performing "official duties" on behalf of the University.
The following are responsible for establishing an AED program and approving the procedures to meet this policy:
- Missouri State-Springfield: Vice President for Administration and Finance
- Missouri State-West Plains: Chancellor of the West Plains campus
- Missouri State-West Plains at Mountain Grove: Chancellor of the West Plains campus
- Missouri State-Mountain Grove Campus: Chancellor of Mountain Grove campus
