GENERAL FUNCTION

The Senior Database Analyst is responsible for the strategic planning and routine maintenance of the University’s enterprise database systems, including coordinating with the West Plains Systems/Database unit on database issues affecting both campuses. The Senior Database Analyst guides the Database Analysts and serves as project leader in the overall implementation and maintenance of database solutions. The Senior Database Analyst assists the Coordinator of Operations and Systems in planning, personnel selection, and personnel training. The Senior Database Analyst investigates database tools and products, provides training to Computer Services staff and campus users, establishes backup and recovery procedures, and is responsible for ensuring integrity and access control to all University data.

MINIMUM ACCEPTABLE QUALIFICATIONS

Education: A Bachelor’s degree or the equivalent is required; a Bachelor’s degree in a computer-related field is preferred.

Experience: A minimum of four years of experience in database design, administration, and database application programming is required. Extensive knowledge of database management systems and SQL is required. A minimum of one year of supervisory experience is required. A minimum of one year of project lead experience is required. Experience with database query tools and products, Oracle, DB2 and SQL/Server databases, PL/SQL, and the management of complex business applications is required. Oracle certification is preferred. Experience with ODBC, web development, Microsoft Excel, and Microsoft Access is preferred. Work experience in higher education is preferred.

Skills: The ability to understand and manage complex software and database systems is required. The ability to effectively coordinate the efforts of the database analysts, prioritize their work, and monitor their performance is required. Effective interpersonal, customer service, organizational and team-building skills are required. The ability to maintain confidentiality in regard to information processed, stored, or accessed by the systems is required. The ability to manage multiple concurrent projects and to reason analytically is required. The ability to work with and train people possessing differing levels of technical knowledge is required. Effective verbal and written communication skills and proficiency in writing technical specifications are required. The ability to develop knowledge of, respect for, and skills to engage with those of other cultures or backgrounds is required.

Other: The twenty-four hour scope of University operations requires this position to be available evenings, nights, and weekends to perform upgrades and respond to calls regarding problems with the University’s computing systems.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Assists the campus community in prioritizing and scheduling projects by providing project management, including feasibility studies, resource allocation, and communication with upper administration.

2. Provides supervision and coordinates the efforts of other database analysts in the Computer Services department by prioritizing their work, reviewing plans, and monitoring results.

3. Coordinates efforts with the West Plains Computer Services staff on database issues affecting both campuses and with the Enterprise Systems team for server requests and troubleshooting.

4. Provides direction and recommendations for purchases and upgrades of database technologies.

5. Ensures that the databases are backed up and can always be successfully restored.

6. Proactively monitors patch and upgrade release announcements and determines the schedule for implementation.

7. Supports the efforts of database analysts and application development staff in database table design by providing guidance in logical and physical design, defining and/or updating database tables, and maintaining the data dictionary and associated tools.

8. Promotes the uniformity of the database-related programming effort by developing recommended methods and procedures for database programming.

9. Supports the effort to optimize the use of relational database by monitoring, planning and organizing the University’s primary databases.

10. Promotes the development of Computer Services staff members and campus users by preparing and offering training and demonstrations regarding database-related design, development, and/or appropriate database querying tools.

11. Ensures the ongoing efficient operation of the databases by developing, testing, and implementing appropriate backup and recovery procedures, conducting periodic tuning of the databases, capturing and reporting database usage statistics as appropriate, regularly monitoring space usage, and providing technical support (troubleshooting) regarding the databases as needed.

12. Provides continuity of management and support for the Database Analysts and end user departments by providing support for the systems of other Database Analysts during their absence.

13. Ensures the integrity of data and query results by establishing, publishing, and enforcing database standards and security procedures for the University.

14. Remains current with the industry by researching available products and methodologies to determine the feasibility of alternative database management systems, hardware platforms, communication protocols, middleware, and query tools.

15. Assists the Coordinator of Operations and Systems with special projects by performing functions such as collecting relevant information, conducting appropriate research, writing reports, and providing analysis and evaluations in a variety of areas including personnel staffing and technologies.

16. Assists in the development of a competent and effective staff by supervising and monitoring the productivity and skill level of the database analyst staff, participating in performance reviews and goal setting, promoting the professional development of Database Analysts, and assuming a leadership role in the Enterprise Systems Group’s (ESG) internal training program.

17. Contributes to the development of policies and procedures by serving on appropriate committees and supporting the missions of the department and the University.

18. Establishes, maintains, and prevents private or highly sensitive information from being accessed inappropriately by managing the access by working with data owners to determine access rights.

19. Resolves database-related programming problems by conducting a thorough analysis of the problems and employing appropriate debugging techniques and tools to resolve the problems.

20. Maximizes computer system integrity by communicating with users and Computer Services staff to determine and resolve system problems using the appropriate debugging techniques and utilizing the appropriate database vendor support channels.

21. Assists in the selection of database tools and products, making recommendations for purchase, developing bid specifications, evaluating bid responses, and recommending the selection of products that meet the database needs of the university.

22. Ensures the availability of computer resources by managing disaster prevention and recovery efforts caused by events like power outages, hardware failures, etc.

23. Contributes to a work environment that encourages knowledge of, respect for, and development of skills to engage with those of other cultures or backgrounds.

24. Remains competent and current through self directed professional reading and researching available tools and products, developing professional contacts with colleagues, attending professional development courses, and attending training and/or courses as assigned by the Coordinator of Operations and Systems.

25. Contributes to the overall success of the Computer Services Department by performing other duties and responsibilities as assigned by the Coordinator of Operations and Systems.

SUPERVISION

The Senior Database Analyst is supervised by the Coordinator of Operations and Systems and directly supervises Database Analysts.
