GENERAL FUNCTION

The primary duty of the Director, Web Strategy and Development is to manage and lead Web Strategy and Development and provide system-wide leadership in planning, optimizing, and directing the design, functionality, and security of the University’s web site. The Director, Web Strategy and Development oversees the coordinated development, communication, and implementation of web projects, policies, and procedures and accessibility of the University’s web site for all users. The Director, Web Strategy and Development works to ensure the website is optimized for student recruitment and analytics and web page destinations are in place to measure organic and paid marketing efforts. The Director, Web Strategy and Development assures the Web Strategy and Development department offers guidance and training to content editors and collaborates with various units and groups to audit website performance, provide guidance and consulting services as needed. 

MINIMUM ACCEPTABLE QUALIFICATIONS

Education/Experience: A Bachelor’s degree and three or more years of experience in a web related technology or design field is required. Experience utilizing state-of-the art technology in a marketing and communications environment is preferred. At least three years of technology project management experience or three years of experience overseeing the development of web sites that addressed issues of design, architecture, integration, security, and accessibility is preferred. Experience at an institution of higher education is preferred. An equivalent combination of years of experience and education may be considered for substitution of educational requirements.

Skills: The ability to effectively communicate and collaborate with diverse constituencies with varying levels of technical knowledge is required. Effective interpersonal, organizational, time management and team building skills are required. Strong creative, verbal, and written communication skills are required. Strong and current technical skills are required. The ability to develop knowledge of, respect for, and skills to engage with those of other cultures or backgrounds is required. An understanding of issues related to users with disabilities is preferred.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Ensures that Web Strategy and Development supports the web-related communication needs of the University by preparing long- and short-range goals and objectives; establishing priorities to meet goals and objectives; managing personnel, budgetary, and technology resources for effective web services; encouraging input to Web Strategy and Development; advising and consulting with deans, department heads, and senior administrators about web issues and concerns; and evaluating the unit’s performance and progress toward accomplishment of goals and objectives.  
 
2. Ensures fiscal responsibility and accountability through coordination and preparation of the annual budget, authorizing the expenditure of Web Strategy and Development funds, and maintaining overall budget control.

3. Ensures the system-wide coordination and implementation of each campus’ web site by directing the resources of Web Strategy and Development in developing a consistent engaging design and programming structure, collaborating with each campus’ web liaison, and providing centralized web services and features.

4. Assumes responsibility for the Missouri State University-Springfield campus web site by overseeing the planning, analysis, design, implementation, and maintenance of the central site and the coordination of the information architecture, overall design, and usability of the site.  

5. Leads, performs, and oversees the planning, analysis, design, and implementation of selected system-wide and campus-wide web applications (excluding those web projects managed by Computer Services) by working with customers to determine requirements, achieve milestones, and deploy successful projects.

6. Facilitates the coordinated implementation of web projects by communicating clearly with different departments, collaborating with Information Services, attending meetings and representing the interests of the University website, and responding to inquiries.

7. Increases the level of understanding and accountability of University web developers by overseeing the training and help desk support concerning key campus web issues, supplying essential web development resources, and providing web design consultation services.

8. Understands and meets web users’ expectations and information needs by evaluating information from surveys, focus groups, feedback, and statistics, researching web use patterns, and performing usability studies with target audience segments.

9. Assures the University’s web-related policies and procedures are current and accurate by periodically reviewing these policies and procedures, monitoring similar policies and procedures at other institutions, recommending modifications to the University’s policies and procedures, and overseeing the implementation and communication of approved modifications to University constituencies.

10. Facilitates a work environment that encourages knowledge of, respect for, and development of skills to engage with those of other cultures or backgrounds.

11. Remains competent and current through self-directed professional reading, developing professional contacts with colleagues, attending professional development courses, and attending training and/or courses required for the position.

12. Contributes to the overall success of Marketing and Communications by performing all other duties as assigned.

SUPERVISION

The Director of Web Strategy and Development is supervised by the Vice President for Marketing and Communications and supervises full- and part-time staff, graduate assistants, and student employees.
