GENERAL FUNCTION
The Associate Vice-Chancellor for Information Technology, West Plains is the senior administrative officer for the Office of Information Technology Services at the West Plains campus of Missouri State University and is responsible for the coordination and use of technology resources for the West Plains campus and for providing support to satisfy the academic and administrative technology needs of the campus and its satellite campuses. The Associate Vice-Chancellor for Information Technology participates in the policy development process regarding technology services for students, faculty, and staff and manages a wide range of client support services, including training, networking, telecommunications, administrative software support, and computer management. The Associate Vice-Chancellor for Information Technology reviews, coordinates, and approves all technology-related purchases and upgrades, ensuring that new equipment is compatible with existing systems and the University's strategic plan. The Associate Vice-Chancellor for Information Technology provides supervision of staff, budget development, administrative support, and program planning and implementation for the West Plains Information Technology Services department. The Associate Vice-Chancellor for Information Technology serves as the liaison to Information Services and Computer Services in the Missouri State University System to coordinate large-scale technology initiatives.
MINIMUM ACCEPTABLE QUALIFICATIONS
Education: A Bachelor’s degree is required in a computer-related field; however, an Associate’s degree in a technology-related field and significant experience beyond that required for the position may be substituted for the Bachelor’s degree.
Experience: At least five years of technical computing experience (e.g. management of an enterprise resource planning (ERP) system, file server and networking infrastructure, information security, and/or user support services) is required. At least three years of supervisory experience is required. One year of project management lead experience is required. Management/supervision of computer systems operations at the college level is preferred. Business management experience is preferred.
Skills: Strong organizational, interpersonal, writing and speaking skills, and the ability to communicate effectively within a university environment is required. A working knowledge of programming languages, relational database technology, and networking is required. The ability to develop knowledge of, respect for, and skills to engage with those of other cultures or backgrounds is required.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Coordinates and supervises the day-to-day operations of the Information Technology Services department, including determining the optimal allocation of available resources.2. Assures the delivery of responsive, quality academic/administrative computing services to the campus community.
3. Serves as the Missouri State University – West Plains liaison to Information Services and Computer Services in the Missouri State University System to coordinate all large-scale technology-based initiatives, policies, and plans.
4. Ensures that the Information Technology Services department supports the information technology needs of the campus by preparing long- and short-range goals and objectives, managing personnel, budgetary, and technology resources for the delivery of effective information technology services, and evaluating the department’s performance and progress toward accomplishment of the goals and objectives.
5. Oversees the planning, analysis, design, and implementation of campus information technology services, including data, voice, and video components, by working with faculty, staff, and students to determine requirements, achieve milestones, and deploy successful services at the West Plains campus and its satellite campuses.
6. Promotes open and viable channels of communication with all constituents regarding information technology policies, procedures, issues, and concerns.
7. Plans for future growth, integration, and improvement of information technology services by ensuring fiscal responsibility and accountability through coordinating and preparing the annual budgets for Information Technology Services and the West Plains Student Computer and Technology Usage Fee, authorizing the expenditure of funds, and maintaining overall budget control.
8. Determines information technology needs for the West Plains and satellite campuses and their impact on the University resources and promotes the efficient use of campus resources by participating in the development of software and hardware standards and ensuring that infrastructure costs are included in all computer requirement analyses.
9. Plans for the future growth/integration of information technology by serving on appropriate committees on the West Plains campus and University System and participating in developing and coordinating clear, concise campus IT policies, procedures, and guidelines to ensure consistency with University System operations and serves as the Missouri State University-West Plains representative on the system-wide Information Technology Council.
10. Provides leadership and develops a competent, productive and effective staff, directly and through delegation, by hiring, training, and supervising, all employees of the Information Technology Services department and coordinates and encourages ongoing professional development of all employees of the Information Technology Services department.
11. Promotes efficient use of technology funds by preparing bid specifications for West Plains campus technology purchases and ensuring proper integration with the University’s enterprise architecture.
12. Contributes to the fiscal responsibility of the West Plains campus by identifying secondary users for computer equipment selected for replacement, coordinating the transfer of equipment between users, ensuring accountability of resources during the transfer, and minimizing service disruption.
13. Facilitates a work environment that encourages knowledge of, respect for, and development of skills to engage with those of other cultures or backgrounds.
14. Remains competent and current through self-directed professional reading, developing professional contacts with colleagues, attending professional development courses, and attending training and/or courses required by the Chancellor.
15. Contributes to the overall success of the West Plains campus by performing all other duties and responsibilities as assigned by the Chancellor.
SUPERVISION
The Associate Vice-Chancellor for Information Technology, West Plains reports to and is supervised by the Chancellor and supervises all employees of the West Plains Information Technology Services Department.
