GENERAL FUNCTION 

The Senior Associate Registrar assist the Registrar by providing leadership, coordination, direction, and daily supervision of office operations. This position is responsible and accountable for planning, coordination, and oversight of major functions in the Office of the Registrar that support students, staff, faculty, and administrators. This position supervises the departmental staff, develops goals and objectives supporting ongoing initiatives, and assists in the formulation of the strategic plan for the Office of the Registrar. Areas of responsibility include managing personnel issues, engaging in the implementation of various operational plans and policies, and ensuring that quality customer service is being delivered in accordance with the mission of the Office of the Registrar. The Senior Associate Registrar develops and oversees the training of staff members in process change initiatives and serves as the senior functional lead in special projects ensuring compliance with institutional standards. The Senior Associate Registrar ensures the training and development, implementation, and interpretation of policies and procedures that support the mission of the Office of the Provost and the University. This position represents the Registrar on assigned committees, work groups, and various meetings and provides a high quality of customer service and senior project leadership.

MINIMUM ACCEPTABLE QUALIFICATIONS 

Education: A bachelor’s degree is required; a master’s degree is preferred. An equivalent combination of years of experience and education may be considered for substitution of educational requirements.

Experience: Five years of related professional work experience is required. Experience working with complex data systems is required. Supervisory experience is required. Experience working in a higher education setting is preferred. Experience working with the Banner student module is preferred.

Skills: Ability to work effectively and collegially with University administrators, faculty, staff, and students is required. Outstanding verbal and written communication skills are required. The ability to effectively disseminate information regarding academic regulations to various University constituencies is required. Ability to manage details associated with the implementation of complex policies and procedures is required. Effective decision-making skills are required. Prior supervisory and training experience is required.  Proficiency in student information systems and Microsoft Office Suite; experience with Banner or similar ERP systems preferred. The ability to manage multiple tasks, prioritize effectively, and work collaboratively in a dynamic environment is preferred.  

Other: Requires occasional travel for conferences or professional development. 

ESSENTIAL DUTIES AND RESPONSIBILITIES 

1. Helps to ensure the achievement of the mission of the University by assisting the Registrar, Provost, colleges, and academic units.  

2. Supervises professional staff. Identifies and solves operational and/or personnel challenges and clarifies expectations by holding regularly scheduled meetings and completing staff appraisals and development plans.

3. Ensures that staff members are competent and qualified by providing orientation and training, making appropriate work assignments, and evaluating performance.

4. Makes staffing recommendations to the Registrar regarding the hiring, firing, advancement, promotion, and other changes of status of those supervised.

5. Develops and implements staff retention strategies and programming to promote a healthy productive office culture.

6. Evaluates, develops, and adjusts staff roles and priorities based on demands of the office, the need to improve processes, and to best serve the mission of the University.

7. Maintains a thorough knowledge of academic policies and procedures, serves as a resource for the campus about academic policies and procedures, and interprets, explains, and enforces academic policies. 

8. Assures the accuracy and security of student information by developing procedures for maintaining student records in accordance with the Family Educational Rights and Privacy Act (FERPA). 

9. Promotes a positive image and maintains effective relationships for the Office of the Registrar by representing the Registrar at various meetings, communicating with University administrators, faculty, staff, and students in matters related to academic functions in the Office of the Registrar. 

10. Provides direction and support to the Office of the Registrar staff by assisting in project and budget planning, identifying operational challenges, clarifying expectations, and evaluating processes. 

11. Interacts with departments and faculty to resolve challenges, implements new procedures, ensures consistency, and evaluates programs and services to enable responses to changing priorities. 

12. Addresses and resolves complex or escalated issues related to student records, class scheduling, registration, or degree completion. 

13. Resolves problems and enhances various processes, projects, procedures, etc. by employing critical thinking skills and creativity. 

14. Leads or participates in special projects related to student records, registration systems, class scheduling, degree completion, and process improvements by implementing or leveraging innovative technologies and systems to enhance office operations and student services. 

15. Remains competent and current through self-directed professional reading, developing professional contacts with colleagues, attending professional development courses, and attending training and/or courses as directed. 

16. Ensures that miscellaneous assignments related to academic affairs are completed in the best interest of the University by accepting and accomplishing tasks delegated by the Registrar.

The Associate Registrar supervises professional staff, support staff and student employees.

Factor 1: Professional Knowledge, Skill, and Technical Mastery

Level 4.0 - 2300 Points: Knowledge of the principles, concepts, practices, methods and techniques of an administrative, managerial, or professional field such as accounting or auditing, financial management, business administration, human resources, engineering, social sciences, communications, education, law, or medicine. Knowledge at this level is typically acquired through a combination of formal education and/or training and experience that includes a requirement for a college degree in a specific technical or professional specialty along with significant related work experience. Alternatively, equivalent knowledge requirements at this level include a non-technical or general Bachelor's degree requirement with substantial work experience or a non-specific Master's degree requirement with substantial work experience. Knowledge requirements generally also include a significant amount of related work experience and may include administrative or supervisory experience.

Factor 2: Supervisory Responsibility

Level 4.0 - 470 Points: Supervision of (a) a moderate number of operative, administrative support, or paraprofessional employees who do not exercise a full range of supervisory responsibilities over other full-time employees, (b) a small number of professional employees who exercise limited supervision of others, or (c) large numbers of student workers or graduate assistants, or some equivalent combination of the above. The incumbent performs a full range of supervisory responsibilities including performance reviews of subordinates. The incumbent is responsible for training, planning, and directing the work of permanent employees, and generally controls hiring decisions. Supervisory responsibilities consume moderate amounts of work time and may include general work planning tasks.

Factor 3: Interactions with Others

Level 4.0 - 500 Points: Interactions with others are somewhat unstructured. The purpose may be to influence or motivate others, to obtain information, or to control situations and resolve problems. Interactions may be with individuals or groups of co-workers, students, or the general public, may be moderately unstructured, and may involve persons who hold differing goals and objectives. Individuals at this level often act as a liaison between groups with a focus on solving particular unstructured problems. Interactions at this level require considerable interpersonal skill and the ability to resolve conflict.

Factor 4: Job Controls and Guidelines

Level 4.0 - 850 Points: The employee operates under administrative supervision and makes decisions based on broadly-stated University objectives and available resources. Administrative guidelines are expressed in terms of project or program outcomes and deadlines with few comprehensive guidelines. Decisions are based on inadequate guidelines that require considerable interpretation and force the employee to plan all phases of the assignment. Assignments may be unrelated in function and the work requires many different processes and methods and a great deal of analysis to identify the nature and extent of problems. The work may require the employee to develop new methods and to deal with many variables, including some that are unclear or conflicting. Characteristic jobs at this level may involve directing large and/or complex programs, projects, or departments in which the work cuts across functional lines or requires dealing with unprecedented issues.

Factor 5: Managerial Responsibility

Level 3.0 - 850 Points: Work involves providing significant support services to others both within and outside of the department that substantially influences decision-making processes. Work activities are complex and others rely on the accuracy and reliability of the information, analysis, or advice to make decisions. Work activities have a direct, but shared, impact on further processes or services, affect the overall efficiency and image of the department, and may have material impact on costs or service quality within the cost center. Incumbents may be responsible for identifying areas of need and for developing proposals that request funding to fulfill those needs.
