1.    Roll Call – Ms. Carol Silvey, Committee Chair, called the Programs and Planning Committee meeting to order at 10:00 a.m. on Friday, October 25, 2019, on the Missouri State University campus.    

2.    Approval of Minutes – Ms. Silvey mentioned that the first item of business was the approval of the minutes from the June 21, 2019, meeting.  Mr. Gabriel Gore so moved, receiving a second from Mr. Craig Frazier.  

Motion passed unanimously.
3.    Strategic Enrollment Management (SEM) Update – Dr. Tammy Jahnke, Dean of the College of Natural and Applied Sciences and co-chair of the steering committee, provided an update to the Board on the process.  The goal is to have a SEM plan within the year that is integrated and aligned with the long-range plan.  Dr. Jahnke reported that the committee structures are unique and integrated with faculty, staff and students allowing for a great deal of communication.  SEM progress is already being made through admission stations, website targeting and free admission to student applicants through this year.  A consultant through AACRAO will be on campus November 11-13, 2019 to help build a plan and establish goals.  The final SEM plan will be presented at the June 19, 2020, Programs and Planning Committee meeting.           

4.    Greenwood Overview and Update – Dr. Frank Einhellig, Provost, gave a brief introduction of Greenwood, which was founded in 1908 and established as an on-campus laboratory school.  He stated that Greenwood Lab School continues to be an integral part of the University and the College of Education through providing a quality K-12 education and helping teacher education in the process.  He then introduced Dr. David Hough, Dean of the College of Education.  Dr. Hough provided a hand-out to the Board on a “Bear in Every Building”, an initiative connecting with alumni across Missouri and beyond to make sure they are promoting education and recruitment. He reported that Greenwood is the only “TRUE” K-12 lab school in Missouri.  Since 2009, enrollment has continued to grow, and the student diverse population has tripled. Dr. Hough then introduced Dr. Janice Duncan, Director of Greenwood Lab School.  Dr. Duncan shared how Greenwood provides support to the University through facility usage, practicum experiences and research project opportunities.  In addition, Greenwood students are taught about Missouri State’s public affairs mission.  A Dean’s task force was created in 2018-2019 to make sure Greenwood Lab School initiatives are specific to a Laboratory School and not a private institution.  Mr. Matt Morris, Vice President for Administrative Services, then provided an update on Greenwood facilities.  In 2011-2012, the science addition was added at a cost of $2.6 million. In 2017-2018, Phase I, which included the locker room renovation, was done at a cost of $1.4 million.  Phase II and III, which includes the multipurpose addition, is currently underway at a cost of $6.4 million.  Expected completion is summer 2020.   

5.    Review of Proposed Changes to G5.05 University Housing – Dr. Dee Siscoe, Vice President for Student Affairs, gave an overview of the proposed changes to the G5.05 University Housing policy which include changing the word completed to earned and lowering the credit hour requirement from 30 to 27.  Mr. Frazier made a motion to approve the G5.05 University Housing policy with changes at the regular Board meeting.  A second was received from Ms. Beverly Miller Keltner. The committee moved unanimously for approval at the regular Board meeting.  
 
6.    Citizen Scholar Update – Ms. Miller Keltner shared that the Citizen Scholar subcommittee made up of Ms. Silvey, Ms. Amelia Counts, Mr. Billy Miller and herself recently met and reviewed 27 nominations for the Citizen Scholar Award.  All nominations were outstanding. Six students were chosen; five from the Springfield campus and one from the West Plains campus.  The awardees will be recognized at the December Board of Governors’ meeting. 

7.    New Business – Ms. Silvey requested that the William H. Darr College of Agriculture be the Programs and Planning Committee discussion item at the December meeting. 

8.    Adjournment – Ms. Silvey adjourned the Programs and Planning Committee meeting at 11:30 a.m. on the motion of Ms. Miller Keltner, the second of Mr. Frazier, and the unanimous approval of the committee.
