1. Roll Call – Ms. Carol Silvey, Committee Chair, called the Programs and Planning Committee meeting to order at 8:30 a.m. on Friday, June 21, 2019, on the Missouri State University-West Plains campus.
2. Approval of Minutes – Ms. Silvey mentioned that the first item of business was the approval of the minutes from the May 16, 2019, meeting. Mr. Gabriel Gore so moved, receiving a second from Mr. Craig Frazier.
Motion passed unanimously.
3. Rural School Initiatives – Dr. Shirley, Lawler, Chancellor, shared her excitement
over the opportunities that are being afford through the Preparing Educators and Administrators
for Rural Schools project (PEARS). Dr. Dennis Lancaster, Dean of Academics at the
West Plains campus, shared that the project has been designed to create a grow-your-own
pathway for teachers in rural schools in the West Plains service region secondary
to teacher shortages. As part of this process, PEARS works closely with other organizations
to include the Community Foundation of the Ozarks. Mr. Brian Fogle, President of
the Community Foundation of the Ozarks, discussed the rural school partnership including
the mission and vision, which are to enhance the quality of life and strengthen the
bonds between communities and schools. This is done through place-based engagement,
rural philanthropy and development of rural teachers. Mr. Fogle stated that he believes
education is the catalyst for change. Ms. Kelly Wardle, a reading specialist from
the Willow Springs School District, then shared her experience as a graduate of the
Rural School Initiative. Participants of the program must be willing to commit to
teach at a rural school for three years following graduation. Results show that over
90% of the graduates are still teaching at rural schools with plans to stay there
throughout their career. Dr. Lancaster then shared that they are currently looking
for a part-time Director who will be charged with promoting PEARS, working on key
partnerships and growing the program through student recruitment. Dr. Lawler stated
that eight students are starting the program this fall.
4. Faculty Handbook Revisions – Dr. Frank Einhellig, Provost, and Dr. Chris Craig, Deputy Provost, discussed recommended revisions to the Springfield faculty handbook. These revisions include allowing a faculty member to request an extension of their tenure probationary period to accommodate medical conditions or important family issues; clarifications regarding sabbatical and developmental leave and dismissal from the University; and updated language related to sexual harassment.
Dr. Lawler and Dr. Lancaster discussed recommended revisions to the West Plains faculty handbook. Revisions include new provisions regarding evaluation of non-ranked faculty, supplemental language regarding faculty promotion and an increase to the teaching load for full-time ranked faculty to 30 credit hours. Mr. Gore recommended that the Faculty Handbook Revisions for Springfield and West Plains be approved at the full Board meeting later today. Mr. Kendall Seal seconded the motion. The motion passed unanimously.
5. Adjournment – Ms. Silvey adjourned the Programs and Planning Committee meeting at 9:47 a.m. on the motion of Mr. Seal, the second of Ms. Carrie Tergin, and the unanimous approval of the committee.
