Governor Lynn Parman, Chair of the Programs and Planning Committee, called the meeting to order at 10:23 a.m. in the Bond Learning Center Ballroom at the Missouri State University Darr Agriculture Center in Springfield, Missouri. The meeting was livestreamed via Zoom webinar for the public.

Approval of Minutes

Governor Parman called for a motion to approve the minutes of the December 10, 2020, Programs and Planning Committee meeting. Governor Chris Waters provided a motion, receiving a second from Governor Beverly Miller Keltner.

Motion passed 9-0.

Bear POWER Presentation and Panel

Rachel Heinz, Director of Bear POWER (Promoting Opportunities for Work, Education, and Resilience), provided an overview of the program. Bear POWER is a two-year, five semester inclusive comprehensive transition postsecondary program for individuals with intellectual and developmental disabilities. The program was created to offer a postsecondary education opportunity to students with disabilities transitioning out of high school, with an emphasis on four pillars: academics, social integration, independent living, and job readiness. The program is currently working with its second cohort of students. The first cohort of students will graduate in May and the third cohort of students will begin in the fall. Efforts are underway to transition the program to a full four-year program. Ms. Heinz asked each of the students on the panel to introduce themselves. Board members asked questions and Ms. Heinz moderated the panel.

Long-Range Plan Update

Suzanne Shaw, Vice President for Marketing and Communications, and Dr. Shawn Wahl, Dean of the Reynold College of Arts and Letters, provided an update on the university’s long-range plan. Ms. Shaw reviewed the steering committee’s engagement, the plan’s goals and their relationship to KPIs, and the timeline for developing the plan.

Dr. Frank Einhellig, Provost, and Dr. Julie Masterson, Associate Provost and Dean of the Graduate College, provided an overview of future academic directions and how these fit within the long-range plan. Task force members, the overarching goal, and program enhancements were reviewed.

Brad Bodenhausen, Associate Vice President for International Education and Training, provided an overview of global engagement and how it fits withing the long-range plan. Importance of global engagement, the cornerstones of the strategy, implementation steps, and example visions were reviewed.

Ms. Shaw shared that the university is utilizing visions to help with the creation of the long-range plan in order for students to identify with and see how they relate to Missouri State. The university is on track to present the Board with a final version of the long-range plan for approval this summer.

Adjournment

With no additional information needing to be discussed, Governor Parman called for a motion to adjourn the meeting. Governor Amy Counts provided a motion, receiving a second from Governor Craig Frazier.

Motion passed 9-0.
